My 1.6Ghz I-5 Mobile CPU's all cores are boosted to 2.3Ghz when i play video games.BUT,when i play a HEVC/x265 video on VLC they stay stuck at 1.6ghz,with all 4 cores reaching 100% utilization and large FPS drops in the video.How do i make sure that my CPU upscales when using VLC ?
