ctrl shift v not working between different spreadsheets (different files) in google sheets/excel

I've been dealing with this really annoying thing these past couple of days where I can't use ctrl shift v or even ctrl alt v between excel files or google sheets files (basically from one tab of a workbook to another tab in another workbook). the shortcuts work in the same workbook, but when i'm trying to move from one file to another it doesn't work. the Paste menu in google sheets also doesn’t work and other keyboard shortcuts for paste special options don’t work either. i'm a data manager so data cleaning is a big part of my work, generally i'm getting massive data exports that are just chunks of one huge dataset, using the remove duplicates tool, then pasting into a google sheet where i aggregate it all and remove duplicates again. i cannot work if i don't have the ability to use those special shortcuts, because if i ctrl v some cells paste as merged cells and then the remove duplicates tool doesn't work.

i've tried a lot of things, from turning on Windows Hotkeys to adding the shortcut to my browser; i've tried using three different browsers; i've tried updating my keyboard drivers; i've even tried three different keyboards (two external and my laptop keyboard). i'm pretty sure i did something dumb and turned off something i didn't want to turn off, but i don't know what that could be. please help!!! thank you
