Crashing issues with newly built PC every now and then

THE SPECS:

  • MOBO: Asus ROG STRIX Z690-E GAMING WIFI ATX LGA1700 Motherboard
  • RAM: Team T-Force Delta RGB 32 GB (2 x 16GB) DDR5-6400 CL40 Memory
  • SSD: Western Digital WD_Black SN850 2TB M.2-2280 NVME
  • PSU: Corsair HX Platinum 1200 W 80 Platinum Certified Fully Modular ATX
  • GPU: Asus GeForce RTX 3090 24 GB TUF GAMING OC Video Card
  • Cooler: Asus ROG STRIX LC II 360 80.95 CFM Liquid CPU Cooler
  • Processor: Intel Core i9-12900KS 3.4 GHz 16-Core Processor
  • Monitor: Acer Predator XB2 24.5" 1920x1080 240 Hz Monitor
  • Case: Fractal Design Define R6 USB-C ATK Mid Tower Case

THE PROBLEM:

  • Internet pages not loading correctly for some webpages, not all. (Examples: Logitech Website, Valorant Website)
  • Crashes Valorant:
    • With a code referencing "Graphics Error".
    • Connection Error: VAN-81 Error Code.
  • Crashes Destiny:
    • When going to close, screen froze. Couldn't close Destiny, couldn't ALT/TAB, couldn't get to Task Manager. Had to force turn off computer.
  • Visual static on the monitor once when notifications popped up (Reference)

WHAT WE KNOW:

  • It's not the internet, works fine for my computer both Wifi and Wired.
  • Can connect to the internet fine on new computer, no speed issues.
  • Downloaded and redownloaded all new drivers several times for essentially every component of the computer.

THE ATTEMPTS:

  • Tinkering with the security preferences.
  • Reinstalling Windows 10 and 11 several times and updating all recent drivers for every component.
  • Ran Windows Memory Diagnostic that came back with "Your computer has a memory problem. Memory problems can cause your computer to lose information or stop working. To identify and repair the problem, contact the computer manufacturer."
  • Installed different versions of BIOS (As suggested by ASUS Support).
  • Changed the slots of the RAM stick, reseating them.
  • Ran a memory check (via mdsched.exe) that initially came back with an error saying "Hardware problems were detected". But after RAM was downclocked (DRAM Timing Mode, DRAM Voltage, DRAM Frequency), could not replicate the error.
  • Took out the GPU to use onboard GPU with MOBO, same issues for webpages so my assumption is it isn't the GPU.

I've built my own computer eons ago but this one has been giving me some issues and I'd really appreciate if someone had some insight. I'm leaning towards an issue with the RAM configuration or a hardware issue. Everything is under warranty so parts can be changed as needed but I want to be moderately sure before going through the process. It's been a couple months now of on and off troubleshooting when frustration dissipates so maybe I'm not seeing something.
