weird issue with a controller or maybe the game

So I can't figure this one out at all, I just bought ghost recon wildlands ultimate edition on steam. I can't look around while aiming, shooting, driving, or walking/running. I've messed with every setting and done everything I know to do so this is basically my last resort. If I'm standing in place I don't have that issue. It's almost like how you can use anything but left and right click if you try to move and look around at the same time if you use the track pad on a laptop instead of a mouse.
