Brand new Custom built PC with slow load times for all programs, starcraft 2, and extremely slow boot up time

Ok, I built this comp almost 2 years ago for gaming, it has 4 gb gskill ram ddr3, 1 tb drive, Nvidia GTX 460 graphics card. I was thinking that it might have been motherboard compatibility but i'm not sure anymore. I really have no idea why but even the graphics in-game aren't that good and my FPS seem to be less than stellar, i'm usually the last one to load in every game and my cpu can't handle large battles. Any ideas reddit? edit: even when it was new it was loading very slowly.
