Corrupted recycling bin ? Help !!

I have a question so recently I did a windows wipe and reinstalled a new windows and everything had been running perfect . I checked and I had general updates today so I let it update . When the pc restated I had to go thru like Microsoft 360 and a bunch of other shit . When I got to the Home Screen all my downloads from the previous windows had re downloaded it makes no sense
