Do website cookie settings overwrite browser settings?

EU cookie popups are annoying. I found an addon that blocks those, but by doing it accepts all, if it determines its easier than rejecting most. This is not really what I want. If my browser is set to block all, and I accept them in the site options, does it overwrite my browser settings, or will the browser policy block it anyway?
