GPU Refuses to Run NVIDIA Drivers; Crashes to Black Screen. Help!

Hello all!

I recently completed my first PC build. All brand new, manufacturer sealed components used in build. I'm currently having problems with my GPU (PNY RTX 3060 XLR8). The pc will post, and load into windows completely fine when only the standard Windows Graphics Drivers are running. Whenever I attempt to install the appropriate NVIDIA driver for the GPU, the screen goes black about half way through the NVIDIA install. The GPU fan stops, but the LED's remain lit on GPU. Also, during this time the rest of the PC seems to be operating normally.

I've tried every avenue that I can possibly think of to fix this problem.

I've run DDU, ensured computer booted back into safe mode, and installed drivers. still, whenever I boot into windows out of safe mode, (and the NVIDIA drivers are installed), I get a black screen, fan stops spinning on GPU, GPU LED's remain lit. I've reinstalled windows, reseated GPU, basically tore down entire PC and rebuilt.....no luck.. I'm losing my mind on what could possibly be causing this. Again, Windows always boots fine into safe mode when I assume GPU is only being used as a VGA, since the 5600x has no integrated graphics capability.
