Keys virtually stuck down help!!!

My Alt Windows Right shift keys are stuck down virtually I have no idea why

Things I've tried 1. Closing all software ( razer etc) and uninstalling auto hotkey 2. Unplugging keyboard using a different keyboard etc 3. Downloaded software to show keys pressed and when they are held 4. Reinstalling keyboard drivers and troubleshooting

Only thing that seems to fix it is a restart, it usually happens when I'm playing a game and alt tabbing if that helps

Help please need to grind in new world!

EDIT: noticed my windows key doesn't seem to normally work outside of when this problem happens
