Trying to convert a vhdx file into a qcow2 file but got Operation Denied

I’m on a M1 MacBook Pro and trying to install windows 10 on UTM. When converting the VHDX file into the qcow2 file I get the following error

Error while converting raw: could not create ‘Windows10_InsiderPreview_Client_ARM64_en-us_21354.qcow2’: Operation not permitted The Input i typed in is:

qemu-img convert -p -O qcow2 ~/Desktop/Windows10_InsiderPreview_Client_ARM64_en-us_21354.VHDX ~/Desktop/Windows10_InsiderPreview_Client_ARM64_en-us_21354.qcow2

I watched every tutorial on this but came up with the same error everytime.
