Easiest way to first convert a comic in PDF to image files and then to edit/translate the speech bubbles?

I have a stupid government-funded anti-piracy comic from 2004 which I would like to translate into English (link is here), but it's only available as PDF. I'd like to convert each page to JPG or some other image format, and then I'd need a simple image editing tool to replace all bubbles/text with an English translation. The online conversion tools are all proven POS, as in they do not work at all. The comic is beyond retarded and I'd like to reddit it in these turbulent ACTA times.
