Windows Installation Won't Boot

I recently bought a new SSD in hopes of speeding up my PC. Unfortunately, the Windows installation via USB option seems to not be working for me. Whenever I boot up, I get my boot menu, then the Windows logo flashes for a second before distorting and blacking out into just the screen with the underscore at the top. Once that's had it's run, it shows the logo again and the entire process restarts. I've tried a different USB, and I even checked the BIOS to make sure it loaded the correct things. I am lost.

[Side Note: I have cloned the HDD to the SSD once before, and it worked fine, but once I shut my computer off and booted back up, it asks to "reboot and select a proper boot device or Insert boot media in selected media device." I formatted it because I wanted a clean install of windows.]
