Can anyone help me get my PSx working

I downloaded PSX and clicked to launch my application but it gives me a d3dx9_26.dll error. I went and downloaded the file and put it into my windows folder under my computer (yes I made sure I used the right version) and tried to start the application again and I'm still getting the same error can someone help me identify this problem
