CPU running very hot (70-90° C idle)

Not too sure what's going on here so I seek the help of Reddit!

For the past week or so my PC has been running fairly hot while idle. On a cold start it'll sit at around 70°C. If I put it under load it'll quickly shoot up to near 100° and stay in the low 90s.

After opening the unit I'll admit it was pretty dusty but I cleared it all out. I've re-applied thermal paste. Today I also replaced the cooling unit. None of these fixes have resolved the issue.

I'm running a Core i7-4790

Mother board: Gigabyte Z97X Black edition.

New cooling unit tried was Corsair H60. It's a new version of my current unit. Sadly I'm not sure which model o have.

Any idea or help would be greatly appreciated.
