My laptop fan was running at 200 rpm, so I booted up SpeedFan and set its multiplier to 10. This seemed to help, but when I actually ran a game, something odd happened. Here is the graph of my fan speeds. It seems like one fan is somehow drawing current away from the other? Any help/tips will be appreciated.
EDIT: Dividing fan1's speed has no effect on fan2, it seems like a fan controller issue?? The decrease in fan speed (from dividing fan1) does not increase fan2's speed, but the inverse relationship still continues. Another screenshot of SpeedFan to illustrate it.

-Computer: HP Omen 15t AX000 Laptop
-Processor: Intel(R) Core(TM) i7-6700HQ CPU @ 2.60GHz 2.59GHz
-GPU: NVIDIA GeForce GTX 960M
- RAM: Stock 8GB Installed Crucial 4GB (2400 MT/S)
-Storage: Seagate BarraCuda 2TB Crucial MX300 275GB 3D NAND SATA M.2 (2280)
-OS: Windows 10, of course
