Date on computer keeps changing and toolbar notifications keeps disappearing

Everytime I boot up my computer the date on the clock changes to 60 years in the future. I have to manually change it back to 2020 every time.

Also, some of the icons keep disappearing. The volume icon is gone and there's just a blank square in it's place. I can click it but nothing happens. Same with a bunch of other icons that are in the "Show hidden icons" section.

I've tried some solutions like going into the services application and changing the Windows time thing to automatic from manual. But everytime I reboot my computer that option changes back.

I've also tried using a different method to put the volume button back where it's supposed to be but again with every reboot it disappears again.

I've tried most of the tricks on Google, tried multiple antivirus applications, scanned with Windows defender, but nothing seems to work and I'm on my wits end.
