HDMI cable-connected monitor works on iOS laptop but not in remote windows work desktop screen. Floating "HDMI No signal" with all blue background on monitor. Help please?

Hi All,

I needed an extra monitor so I could check my boss's emails and mine simultaneously (per his request). I spoke with the "emergency as needed" IT consultant we use to make sure I had the correct cable.

Once I set it up last night, it worked instantly plug-and-play style with my iOS (13inch 2014ish macbook air), despite being a non-Apple monitor. But the second I logged into "Microsoft Remote Desktop" for work, the extra monitor went all blue with a floating "HDMI No signal" error message. I "added" the monitor/screen in the MRD settings (checked off the "use all monitors" option when right-clicking the thumbnail of my Windows screen and editing)...and then nothing changed, despite logging back in, turning the monitor off and on again, etc.

I tend to think of myself as pretty tech-savvy/intuitive and can usually problem-solve. I've been googling but not finding the answer. Our consultant doesn't have availability to help me, so I'm asking you all..please help. I feel like there's just some setting I'm not finding and an expert can show me what I've missed.
