Windows 10 Sound is lower than any other application window

My volume refuses to play at anything louder than 35%. The bar is always lower than all other applications.
Ive tried changing headphones, changing volume in the applications, messing with ALL the speaker properties, nothing works. With max volume on my applications and max slider, 35% is the best I get, but I like to jam out and this is too quiet.
What can I do?
