i7 6700k OC'd to 4.4ghz underperforming hard HELP :/

Like in the title, i'm having this issue where while gaming Streaming (off of my gpu fyi) my cpu underperforms like crazy. I don't know whats causing this. Perhaps some of you guys that know abit more about hardware in general could help me a little bit and diagnose the problem. Basically, I've just tried playing Tom clancy's new game operation breakpoint, when I lanuched the game I instantly noticed that it was bottlenecking my cpu hard. I turned everything that was possible to the lowest settings and it ran somewhat well, dropping frames there and t here but it was playable and watchable (not stable 60fps but most of the time).

Which i find very strange, I believe the rest of my specs are more than good enough for the game but cpu was constantly at around & 100% usage which caused dropped frames where as my GPU was chilling at 60-70% usage. This is the case not only in this game but also in other games that rely heavily on cpu such as fortnite. It's literally impossible for me to get stable 160 fps in fortnite where I see people with worse specs handle the game easily at 200fps. Tom clancy made me realise that its my cpu that is at fault. Here is a list of my specs:

GPU :Asus GeForce RTX 2080 Super ROG Strix 8GB (just got this last week)
CPU : Intel Core i7 6700k, OC at 4.4ghz
RAM: 16GB Corsair Vengenance DDR4 2666Mhz
SSD : Samsung Evo 860 500GB (all my games are on my ssd)

Motherboard z170-a, temperatures are normal, cpu is cooled with a coolermaster hyper 212.

If you guys need any information, some screenshots, benchmarks doing etc. etc. I am more than happy to provide you with everything, hopefully we can get to the bottom of this. I personally can't figure out why this is happening. I'm sure alot of you know way more about hardware than me. Thanks in advance.
