Issues installing Windows from USB

Recently had some computer issues and boiled it down to either the mother board, processor, or memory. So I decided to just buy all three and start from scratch since they were creeping close to 7 years old....

Everything installed in the case and plugged in properly. I am using a brand new power supply a fairly new video card and my old hard drive. When I go to boot from the USB and click on install I get the message.... “The upgrade option isn’t available if you start your computer using windows installation media.

If a copy of Windows is all ready installed on this computer and you want to upgrade, remove the installation media and restart your computer. After Windows has started normally, insert the installation media and run Windows setup.”

Unsure of where to go from here as I’ve been searching the internet with no luck for the last hour, but any advice would be amazing!
