So, I'm trying to fix this HP laptop with Windows 10 on it for a buddy because it got shut off while updating windows. It's stuck at 64%, and reboots as soon as it gets to the "Installing Windows Update" screen. I can't do anything through system recovery because it doesn't show any admin accounts (and I can't get into the accounts, because of the loop) and I don't currently have access to making a repair tool. It won't even boot into Safe Mode, but all hardware shows to be working correctly through the system's diagnostic scanning
