Only one ethernet port working on fiberoptic modem

Apologies for the non-tech terms ahead of time!

I have Telus (Canada) internet and TV and this is my router/modem box: https://imgur.com/Vr2OPjw.

I assume the white Nokia box is the fiberopic modem? Looks like it has 4 ethernet ports so I assumed I can connect 4 devices to it. The yellow cable (data 1) goes out to my wifi router currently.

I need internet for my my TV and a VOIP phone, I've tried to directly connect my Nokia router to those ports on the left but I can never get a signal. Tried turning everything on/off but the green light on the Nokia modem never stays on.

In the end, I've had to plug my TV (port 6) to my wifi router in order to get signal, but I don't have any more spare ports on router for my VOIP phone or other devices. Would be ideal if I can plug more devices directly into the Nokia box.

What am i doing wrong here? Thanks!
