CPU running at temps of 99C. Please help

Everything was absolutely fine up until Sunday. On Sunday I noticed that my power supply fan wasn't spinning. Since it was an old power supply i decided to just got buy a new power supply. I got it today and installed it a few hours ago. Everything is fine except my CPU is running insanely hot.

Previously my idle temps were 40-50C and load temps went up to around 60-65C

Right now my idle temps are 45C and even if I do something simple like open Chrome it shoots up to 80 and a couple of times it reached 99C

I used both RealTemp and HW monitor to read the temps. Both show the same.

CPU fan is spinning normally. I don't have water cooling or anything fancy, just the standard stuff. HWmonitor says my fan is spinning at 3000RPM

Performance seems normal. Nothing stalling or crashing, seems to be working as it always does.

Looked around inside the case, there was no burning smell or hot air or anything out of the ordinary.

Could this be a sensor issue?

Also, as a side note I downgraded from a 400W power supply to a 200W power supply.
