xfx amd r9 380 temps?

what are good under load and idle temps for this gpu? currently with nothing going on, it's at 50c and just moments ago playing path of exile, it went upwards of 82c (noted because i heard fans) and according to HWMonitor the fans were running at a max of 3533rpm.

my PC turned off yesterday while gaming, and would not turn back on. i did notice the cpu fan was off but all system fans were on when i tried to turn it back on, is it possible the cpu / cpu fan didn't kick in because the gpu had overheated, or are these probably separate issues?

AMD Radeon program says I have 18.8.1 installed for drivers
