I apologise in advance for the bad formatting as I am on mobile. Full disclosure this is a company computer and I am on the IT team for the company. Trying to figure this.

So I am running a Windows 10 Pro PC and anytime that I use something that uses deciding it artifacts and tears on the video. I am running the latest windows update which I verified on Microsoft's website (17XXX.228 if I remember right). I am out putting to 2 4K TV's downscaled to 1080p which is being driven by a Nvidia GTX 1060 3gb card running driver version 399.07. I've tried uninstalling and reinstalling the driver but the same thing keeps happening. It is only happening when the graphics card is used for the decoding. The specs of the PC are below:

Intel i7-8700 GTX 1060 3gb 16 gb DDR4 RAM 256 m.2 SSD 2 TB WD Blue HDD 300W 80 plus platinum PSU
