Description of problem
My problem is that after the Windows 10 Fall Creators Update and an additional restart there is now an odd blue border around all Windows OS packaged program windows (yes I know that phrase sounds horrible) like Task Manager, File Explorer, Control Panel, Device Manager, and Registry Editor. There is even a clear but visible border around windows like the system tray menu and the network and audio windows located on the taskbar. I'm not sure if there is a solution to this problem quite yet since I might just be stuck with it till Microsoft updates it more, but any help at all is much appreciated Example of Blue Border

Cause/Steps to recreate the issue
The Windows 10 Fall Creators Update installed and initially I had a problem with it resetting the Color Output Depth in my Nvidia Control Panel but I fixed that then after another restart this issue popped up.
What I've tried so far to resolve the issue
I've checked my personalization settings and everything I can really think of that would alter design features in Windows
Edit: It appears that after another restart the border around the Windows is now a light grey not blue [https://i.imgur.com/fKHcIC9.png](New Photo)
