Can't use new accounts make in Windows 10

So I have a family member that wants to use my laptop. I go to make a new account for them in control panel, creates just fine. I don't set it up with a microsoft account, just a dumb, stupid local account. No password, even.

I log out of my main admin account, and then select the new user account, press sign in, and.... nothing. It flashes "Signing Out..." briefly and then goes back to the login screen. I've tried several times, using different methods of creating the account, and same thing.

What am I missing here?
