Windows taskbar and desktop randomly not usable unless a window is open

This seems to happen pretty randomly but when i start windows there's a chance that the taskbar and desktop won't recognise or react to my cursor unless i already have an active window open, so to open chrome via the taskbar i have to bring up the task manager with a keyboard shortcut and then click the taskbar, and when i minimise all windows my taskbar and desktop aren't usable again since they only work when an active window is open, can anyone help with this? Thanks.
