[PC] [Win10] Don't have permissions for folder?

Tl;dr cant access a file in Sims 3 folder. Cant delete it, cant change its ownership or permissions, its "locked" and need some lockpicking ideas.

So I just reinstalled Sims 3 after having issues launching it from Steam and it says I have to download an update but I am missing file Privileges. I already ran Steam as an Administrator, that didn't work. I ran Sims 3 as Admin and it didnt work either. I found another tgread online where a person said hitting play and reading the resulting error message would give me the file path to the exact issue. I did that and found it was Sims3>EP10>Caches. So I went to try and open or delete it and I get an error message saying "Access is denied". I opened up Security Properties and tried to change the owner but, surprise, I don't have permission to do that. I tried going to the parent folder and clicking "Replace all child object permission entries with inheritable permission entries from this object" and still got an error message saying I lacked permission to change that.

What else can I do? Really need help cuz I can't seem to delete this file to do a clean install. Really annoyed right now because how can I not have sufficient permissions hahaha.

Update: I tried to uninstall the game but the files are still there and I cant delete them. Please help I cant delete these files and its driving me crazy. I cant change ownership, I cant change the security on it, cant do anything. There has to be some way to fix this, and I havent found anything to help me online yet (ive been googling everything related to this that I can figure out and no luck).

Fixed that issue. Got another one tho :/
