I have am having an issue where my gpu will have a constant core clock speed (And memory clock speed for that matter) whether im idle, browing, gaming, etc.

Both msi afterburner and HW Monitor show my speeds both at 1607 clock and 4007 memory. These never change, and I am unsure as to why.

As you can see in my HW monitor picture it doesn't show that the gpu is under load under utilization category, and when benching marking it, when the utilization is over 90%, its clock are still the same.

This is frustrating as I don't want it working overtime when im just idle, and I don't want it holding back when I need it.

Also, I tried OCing the core clock with msi until I got artifacts, so I'm not sure if it is working properly and my readings are wrong maybe? Any input would be greatly appreciated.
