Will a laptop boot with a failed HDD?

2 weeks ago my dad brought my HP laptop to a service center because the hinges were broken. Surprisingly they were able to raise the screen up and powered it on only to be halted by my password screen(win 8.1). I forgot to twll my dad my password so they could not continue further.

My dad then received an email saying that one of their engineers encountered an "HDD failed on test."

Does this mean that the hdd is broken? If it is then even with a broken hdd can the laptop still boot to even reach the password screen?
