Lower right corner of screen doesn't register left clicks, a weird menu comes up when right-clicked

See this picture. In that area I can't select an area of the desktop as normally, and when right-clicked that weird menu pops up instead of the usual "View / Sort By" etc.
In games or other programs, I can't do anything in that area either. In Cities Skylines for example, it blocks my bulldozer button so I can't actually delete anything.
I've tried running malware/virus scans but nothing turned up. My specs are:
Windows 10 Home (could it be a Windows update maybe?)
Intel i5-4690K
GTX 770
SSD HDD
