Core and Memory clock won't reduce when idling

I have a HD 6950 running at default speed. The core clock runs at 450 at idle and 800 when gaming, but the memory clock stays at 1250 no matter what. http://imgur.com/040Crls

My previous graphics card GTX 560 would reduce the core and memory clock speeds when idling.

I'm using Win7 64-bit, 650W PSU, and Crimson 16.2 drivers.

How can I reduce both core and memory clock speeds to as low as possible when idling?
