USB transfer speeds drop after about 3 seconds on both USB 2 and 3 ports. Tested with multiple drives.
Post Body

Hey guys, i can't seem to be able to figure out what causes this issue.

For instance, I want to transfer a video to my USB drive, which is connected to a usb 2.0 port. the transfer speed starts off at 20-25mb/s, and after about 3 seconds it drops down to 6-8mb/s.

If I use my USB 3.0 ports (which work via a pcie to USB3.0 adapter), the speeds just stick to 8mb/s, without a fast start at 20 , this might be because of the adapter, but i don't know for sure.

If I pause the transfer, and then start it again, the speeds skyrocket back up to 20-25, and then drop to 6-8 again.
