Big, black bar on left of monitor appeared after upgrading desktop to Windows 10

My parents just upgraded their Dell Inspiron 560 from Windows 7 to Windows 10. Shortly after upgrading, this big, ugly black bar appeared on the left hand side of their monitor and it won't go away. The native resolution is 1920x1080 and restarting the computer does not fix the issue.
