PC won't even get to login screen after installing Gtx 960 video card

I bought a new Gtx 960 to replace my 560ti that died. Received it in the mail today, popped it into the PCIe slot, plugged it in, turned on my computer, installed the drivers, and after I let it restart it just sits at a black screen. It's on, all the lights are on, fans are running, monitor is connected and on, but it's just a black screen. Sometimes if it sits long enough the windows logo will come up, but it never makes it to the login screen. The only way I can get it to do anything is by restarting in safe mode.
