Can't open my mouse settings through Control Panel, please help!

I'm on a Lenovo G50 with Windows 8.1 (6.3, build 9600). I've googled this problem multiple times, to no avail.
I need to do two things: turn off the tap-to-click on my touchpad, and change the sensitivity, neither of which are possible through the Windows 8 PC settings app.
Sorry if I forgot any information you may need, just ask for it and I'll edit the OP. Thanks in advance for any help!
