Creating windows 8.1 boot disk without access to Windows 8.

Name says it all. Repair shop was going to charge me $250 to reimage my laptop with windows 8.1, which I declined.
I tried a boot disk that I made for my old laptop, only to find it was for windows 7 and wouldn't work.
My laptop came pre installed with Windows 8 so using an install disk is not an option.
I am currently using a flat mates computer to download any files I need
