Want to place an animated gif in the corner of my desktop. I cannot find a way of doing this.

I have rain meter. I have tried for hours to get it to work with this guide. http://docs.rainmeter.net/tips/animated-gif-files but haven't been able too. this is the gif if anyone can make sense of the guide. I am open to any other suggestions.
