I keep getting 503 Service Unavailable and failed to connect to proxy server, unable to load page. On sites such as Ebay and a lot of tumblr pages. It's also a lottery as some other pages will not load for the same reasons but others will load no problem at all. Downloads will cut out, saying failed, network error.

I thought is was my ISP but i then checked on my tower computer (I use my laptop mostly, they both run windows 7) and that managed to load pages no problem on chrome. I'm guessing it's a software issue.

This is way beyond my rudimentary computer knowledge. Any suggestions welcome.
