Dell Inspiron 14z (1470) video problems (Part 2)

Windows 7 64-bit laptop. Intel Core 2 Duo. 3.87 GB of RAM.

So my laptop still has problems watching videos online while charging. List of everything I tried:

Updating video card driver
Updating BIOS
Changing battery settings

I ran Task Manager while watching a video (and during charging) and I noticed that the CPU usage rose steadily until it hit 100% and it started to lag. I unplug it and the CPU drops and no lag immediately. The only things that I haven't done is cleaning out the vents/fans and getting a new battery which now holds half of its oringinal capacity. Could this be the culprit? I have no idea. Any help would be appreciated!
