Windows 11 setup "searching for disks"

Hello. I am trying to do a fresh install of windows 11 to a new hard drive. I am using a bootable USB to do such. When trying to install i get past the licensing agreement and my computer begins to "searching for disks" it has been on this screen for several hours.

Furthermore when I try to use the bootable USB to enter windows recovery environment I am unable to. I select "repair my pc" it just sits there loading. It has been sitting there for over an hour. I am doing that to detect whether or not my machine can detect the hard drive.

When looking at my BIOS the drive is connected and visible. Its not that I can detect any drives when installing, its that I can't even get to the screen to see if it detects the drive.
