PC makes infinite left & forward inputs even without input devices plugged in on certain games

Sometimes when I open specific games my pc doesn't like, The game will act as if I am holding down left and forward. In 2d games this means my character will move diagonally up/left. 3d games my character will walk left in circles with unplayable motion blur. My most recent game I opened I unplugged all peripherals and the inputs were still happening.
