Is there a way to resize my boot partition for free, without formatting my drive and reinstalling windows?

I have tried downloading all the "free" tools but every operation I need is locked behind a paywall.
My drive for some reason made the partition 32gb so my computer barely functions at the moment, any advice would be appreicated <3
