Computer won't allow me to make a new folder on my C drive

I'm the only administrator on my computer, and most of my storage is on my external hard drive D:/
When I try to create a new folder on my C:/ drive, a prompt pops up. "Destination folder access denied, you need to confirm this operation" There's a continue option with the administrator symbol.
When I click it, it tells me "You need permission to perform this action"
why don't I have permission if I'm the only admin?
windows 11, prebuilt pc from skytech.
