Experienced tech repairing a nonfunctional 2408WFPb Dell monitor, which has no appearance of physical damage. Still some issues though, any suggestions?

So, experienced computer tech here, used to fixing hardware issues in towers, printers, and monitors. Unfortunately, my Voltometer is broken and this is exactly an issue it could've helped resolve. the front panel power button that connects from the front panel of the screen is not receiving any power. the led on the strip doesnt light up, and the front panel button, when pressed, does not activate the screen.

I stripped off the shell and followed the areas where the main power cable connects to the boards (there are four separate boards, the initial power inlet board connects to a second board with mainly transistors, which conects to two other boards, one with the usb, vga, and other female connectors as well as the board where the front panel power strip is connected to, and the other board being a higher voltage board), and the power strip connects to the last board in the chain. the second board is receiving power, which i can verify by a slight discharge when connecting the second board to the higher voltage board, but i'm not sure about the third board or the front panel power strip.

Is there any way to figure out which piece i will need to replace without getting a voltometer? (ps, there are many connectors on the third board) pics soon if none can help. also, there are no burnt out capacitors on the device.
