Fixed my pc! But another problem

Bought a pc from Facebook market place (I know I know) and the guy faile to mention the pci cover was bent and graphics card wasn’t seated, got that taken care of and go to boot it up for the first and - everything, IS IN SPANISH, I figured if I factory reset, because previous owner didn’t then all would be good, nope, even tried to download English (because for some reason it wasn’t an option) and half of anything is English and the rest is Spanish, any fixes?
