My RTX 3060 ko oc is running sub optimal

I have no clue what is causing this problem I have had this computer for a little over a year now and I ran a userbenchmark test when I first got it and it was 105% now I get 70.5% is there something wrong with my bios settings with ram because I saw that my latency was 51% and not 90% when I first did it here is my userbenchmark rating

Any help is nice I just want my GPU to not be underperforming thanks

Ive also tried to reinstall windows and fresh install drivers but it didnt seem to do anything maybe i need to OC?
