Need help getting a game to run on my pc

hey, guys I recently downloaded car tycoon to play for nostalgia purposes. I downloaded the game and tried to boot it up to no avail. I keep getting a black box in the middle of my screen as it tries to go fullscreen and it flickers white on and off. I'm on a Windows 10 pc and have tried running it in every compatibility mode but it doesn't fix the problem. I have also tried clicking the button to scale down the resolution to 640 x 480 but still nothing. if anyone can give me some help with this issue I'm having that would be great.
