low fps with an rtx 3070 and i7-11700f

I bought a pre-built predator Orion 3000 PO3-630 two years ago during the gpu shortage and decided to look up some benchmark videos just the other day and I notice that I am getting noticeably less fps than other peoplwa benchmarks.

For example if I am playing fully maxed fortnite (no rt) I am getting around 110fps in wide open plain areas but in cities or just busier landscapes I can sometimes dip to 50-60. This is all while I'm playing on 1080p. Some of the benchmarks videos I've watched people are getting that FPS with 1440p or lower to where it seems as if my 1080p frames are laughable. Or for example Valhiem runs pretty poorly feeling luckily I've I can sustain 100 . Those frames are fine for me in general but I feel like I should be getting way more kn 1080p.

It showed super high cou usage on fortnite as well.

The full specs are

RTX 3070 8gb

i7-11700F

16gb 3200mhz dual channel ram hyperx

Mobo just says predator so I'm guessing it's super barebones/junk

Psu I also read is horrible as it pushes out a little less power than what the gpu needs but I'm not sure if that would be causing issues?

I did a userbenchmark test and it said my cpu is running poorly and the ram as well?

Not sure why it couldn't do gpu. Any sort of insight is appreciated.

I checked task manager and the real only thing was wallpaper engine using about 14% cpu so I took that off.
